Building the governance layer for AI-assisted clinical work.

VGSI is a Portuguese healthcare AI product company. We begin with a bounded and measurable problem: supporting clinical coding through source-linked evidence, mandatory human review and a traceable decision record.

SICC is a working MVP preparing for institutional evaluation. Morpheus remains investigational.

The thesis

A focused entry point into a structural problem.

Clinical coding turns complex documentation into data used for morbidity reporting, planning, audit, financing and healthcare operations.

VGSI's thesis is straightforward: an AI suggestion only becomes usable in this workflow when a professional can verify its supporting evidence, retain the final decision and reconstruct the decision path.

That is the difference between generating an answer and building governed AI.

Market opportunity

Demonstrable scale. A serviceable market still to be proven.

In 2023, the European Union recorded 68.2 million inpatient discharges and 46.9 million day-case discharges: more than 115 million episodes. [1]

In mainland Portugal, the Health Regulatory Authority reported 62.1 hospital admissions per 1,000 inhabitants in 2024, based on the NHS Transparency Portal. [2]

These figures demonstrate workflow scale. They are not financial TAM estimates and do not assume that every episode is addressable by SICC.

Initial market

Portuguese hospitals with coding, audit, quality and clinical-operations teams.

Potential expansion

European institutions with comparable workflows, subject to national adaptation, integration and regulation.

Long-term ambition

Apply the evidence, review and traceability architecture to adjacent clinical workflows after SICC's value has been demonstrated.

The monetisable market will be calculated bottom-up: eligible institutions × validated annual contract value. VGSI will not publish a speculative euro TAM before procurement, integration, pricing and institutional use have been validated.

The measurable problem

Volume, detail and accountability in tension.

Portuguese ICD-10-CM/PCS coding may require review of discharge notes, progress notes, emergency records, operative reports, pathology and other authorised sources.

In a national study of 103 Portuguese medical coders, 59.2% reported needing more time per episode after the transition to ICD-10-CM/PCS, while 73.8% considered the resulting coded data to be of higher quality. [3]

SICC is designed around this tension between volume, detail and accountability. Rather than publish an unvalidated time-saving or accuracy figure, VGSI intends to establish each institution's baseline and measure jointly agreed outcomes.

The wedge

Governed AI from the first workflow.

SICC organises documentation, presents candidate codes and connects each suggestion to its supporting passages. The authorised professional accepts, modifies or rejects the proposal and retains the final decision.

Differentiation is built around:

01

Source-linked evidence

02

Mandatory human review

03

Traceable states and changes

04

Institution-defined evaluation criteria

05

Preparation for integration, security and audit

Where we are

What is built — and what we do not claim.

Roadmap

An evidence-gated roadmap.

Morpheus follows a separate investigational pathway gated by technical and clinical evidence, data rights and regulatory assessment.

01

Evaluation readiness

Define the workflow, scope, data, responsibilities, baseline, success criteria and institutional requirements.

02

Controlled institutional evaluation

Assess SICC within an agreed scope, under professional oversight and against criteria established in advance.

03

Production readiness

Strengthen security, observability, interoperability, performance and compliance documentation based on results.

04

Commercial repeatability

Progress to a recurring model only when evidence, integration, procurement and product economics support it.

Commercial model

A B2B hypothesis yet to be validated.

The current hypothesis is institution-facing B2B software: begin with a bounded evaluation and progress to a recurring agreement when results, security, integration and procurement requirements are satisfactory.

This hypothesis has not yet been validated by revenue and may evolve through institutional learning.

Capital

Capital for the next evidence gates.

VGSI welcomes selected conversations with investors focused on European healthtech, enterprise software, governed AI and clinical infrastructure.

Potential external capital would support:

  • Product engineering, security and interoperability
  • Preparation and execution of institutional evaluations
  • Evidence generation and governance processes
  • Selective hiring and institutional commercial development

VGSI does not currently publish a valuation, instrument or formal round terms. Those will be communicated once defined and approved.
